Interested in living in The Cottage District?
Prospective buyers must first qualify with the Palm Beach County Department of Housing and Economic Stability to be considered for this workforce housing community. This relatively simple process requires a commitment to following each step in the approval process.
Potential buyers must meet the household income range in the table below, which reflects 2025 pricing and is subject to change. Buyers also must contribute a minimum percentage of the sales price as their earnest money deposit.

To qualify for and buy a workforce housing home in Cottage District:
Attend Orientation Meeting
You must pre-register and attend a virtual orientation meeting conducted by Palm Beach County’s Department of Housing and Economic Development. These meetings currently are held monthly. They are a simple, one-hour introduction explaining the overall workforce housing program approval process. To register for a virtual orientation meeting, click here.

Meet with the Palm Beach County Workforce Housing Program
Meet with the Palm Beach County Workforce Housing Program (WHP) to complete the application. For this meeting, the following documents are required to certify income and determine eligibility:
- Form 1003 (received after attending the orientation meeting)
- Form 1008 (received after attending the orientation meeting)
- Buyer(s) driver’s license or state-issued identification
- Most current 30-day paystubs
- Most current two months’ bank statements
- Pre-approval/prequalification for first mortgage (if available). WHP buyers are required to have a 30-year, fixed-rate first mortgage.

Secure a 30-year, fixed, first mortgage approval from a lender
You may use any bank or lender of your choice for 30-year mortgage financing, but make sure they understand Palm Beach County’s workforce housing program guidelines.

Apply online through the Palm Beach County Workforce Housing Program portal
You may apply through the online portal as soon as you receive a pre-approval letter, 1003 and 1008 from your lender.

Become an Eligible Buyer
During the intake appointment, county staff will determine if assistance is needed and provide an award letter (valid for 24 months from the approval date). With this document, you now are eligible to buy a Pulte Workforce Housing Unit in the Cottage District.

Find your home in the Cottage District
Homes at Cottage District will be sold via lottery. Details regarding the lottery can be found here. The first lottery is for the single-family homes which are in the Moderate-1 Income category.
To be entered into this lottery, interested homebuyers must 1) complete the Lottery Application statement found here, and 2) email a fully executed Award Letter, proof funds for the required deposit (copy of bank statement), and broker registration form (if applicable) to CottageDistrict@Pulte.com. Applications will be accepted starting at 9 a.m. on Monday, October 13th through 5 p.m. on Friday, October 17th, 2025. Please ensure all information is accurate and complete as incomplete applications cannot be considered. Early or late applications will not be considered. Once you have submitted the form and required application materials, you will receive a confirmation acknowledging your submittal.
Alternatively, you may deliver a hard copy of the form and required documents to the Pulte office via the instructions in the attached letter.

Lottery Winners

Attend Homebuyer Education Training
Before you close on your new home in the Cottage District, you must attend an eight-hour homebuyer education training through a Housing and Urban Development (HUD)-approved or NeighborWorks-approved housing agency, after which you will receive a certificate of completion that is valid for one year.

Walk-through and Closing
Pulte will schedule a walk-through of your new home before closing. Once your walk-through is complete, you will be approved to close on your new home.
Becoming an eligible buyer and obtaining a workforce housing program certificate and award letter do not guarantee the ability to purchase a home at The Cottage District.
